Per-seat usage almost never clusters around the average. A handful of heavy users burn through far more than a typical one. So this calculator assumes a lognormal distribution, which is the usual shape for lopsided usage data like API traffic or account spend.
You give it the median credits a normal seat uses and a rough sense of how heavy your top users get. From that it works out two things for whatever free allocation you pick: how many users would still blow past it (and rack up overage), and how much overage revenue you hand back by including those credits for free. Set it too low and people open a surprise bill. Set it too high and almost nobody ever pays for usage.
Treat this as an estimate, not a forecast. The "heavy user" multiple is a sensible default borrowed from similar businesses, not a reading off your own product. Swap in what you actually see in your data, and use the result to start a pricing conversation rather than settle one.
